Richard W. Ryan was born July 8, 1926 in Topeka, Kan. He graduated from Topeka High School. Ryan received his BA in history and political science at Washburn University in 1949. He earned his MA in political science from the University of Kansas in 1950.

Ryan joined the office of Kansas Legislative Research Department in 1950 and except for two years spent in Oregon, worked for the Department for 44 years until his retirement in December 1996. He served 19 years as its director with his specialty in tax policy and state and local government finances. Ryan was a founding member of the State General Fund Consensus Revenue Estimating Group, which forecasts General Fund receipts. The Kansas Legislature and governors of Kansas rely on this forecasting for their policy decisions. Following Ryan's retirement, the Kansas State House of Representatives praised Ryan as "a consummate professional, a veritable storehouse of information about Kansas state government and an incredible presence to those associated with him."

Ryan was married to Kathryn Creel Ryan who attended Washburn and was a member of Delta Gamma sorority. Kathryn passed away in 2011. The couple of 64 years had two adult children and two grandsons. Ryan is an avid walker at Washburn four or five days a week.
